Basement Bedroom Requirements in Atlanta, Georgia: Egress, Ceiling Height and Size
Updated: 7 days ago
Short answer: Under the 2024 International Residential Code that Georgia enforces, the basement bedroom requirements are an emergency escape window or door with at least 5.7 square feet of clear opening, a ceiling at least 7 feet high (6 feet 4 inches under beams and ducts), at least 70 square feet of floor with no side under 7 feet, smoke alarms, and carbon monoxide alarms outside the room.
You can finish a basement without an egress window. You can't call a room down there a bedroom without one.
That one rule decides where a basement bedroom can go. The rest decide how big it is and how high the ceiling sits, so check them before anyone draws the layout.

Which code applies to a basement bedroom in Georgia?
Georgia enforces the 2024 International Residential Code with Georgia amendments for homes, effective January 1, 2026. We didn't find a Georgia amendment to the egress, ceiling height or room size rules below. Georgia does amend the carbon monoxide alarm section, so check that one with your permit office.
The Georgia Department of Community Affairs announced the change in its January 1, 2026 codes memo, and Alpharetta's residential permitting procedures list "2024 International Residential Code (IRC), with Ga. Amendments" as the building code.
The 2024 code also renumbered these sections. The egress rule that used to be R310 is now R319, and ceiling height moved from R305 to R313, according to ICC's 2024 IRC table of contents. Older guides still use the old numbers.
What are the egress window requirements for a basement bedroom?
Every sleeping room needs at least one emergency escape and rescue opening, either a window or a door to the outside. The window needs at least 5.7 square feet of clear opening, a clear height of 24 inches and a clear width of 20 inches, with the sill no more than 44 inches above the floor.
Jefferson County, Colorado's building department publishes the 2024 IRC egress section in full: "Basements, habitable attics… and every sleeping room… shall have not less than one operable emergency escape and rescue opening." The opening needs a "net clear opening of not less than 5.7 square feet."
Clear opening means the space you can actually climb through with the window open, not the glass size. A window that looks big enough can still fail once you measure the opening.
What if the egress window sits below the ground?
It needs a window well. The well has to be at least 9 square feet in area and at least 36 inches in both projection and width. If the well is deeper than 44 inches, it needs a permanently attached ladder or steps.
Those numbers come from section R319.4 of the 2024 code. They're why a basement bedroom on the buried side of the house costs more than one along a walkout wall. A walkout wall with full-size windows or a door to the yard may already give the room its escape route.
Does finishing a basement require an egress window?
Not for the basement itself, if it's an existing basement and you aren't adding a bedroom. The 2024 code says that "other than new sleeping rooms," an existing basement undergoing alterations doesn't need an emergency escape opening. Add a bedroom, though, and that bedroom needs one.
That's the exception in section R319.7. So a family room, a bathroom and a gym can go in without a new window.
How high does a basement ceiling need to be?
The minimum basement ceiling height is 7 feet in habitable space, hallways and the parts of the basement that contain them. Beams, girders and ducts can drop to 6 feet 4 inches. Parts of a basement with no habitable space, like a mechanical room, can be 6 feet 8 inches.
Those are the 2024 IRC ceiling height rules, section R313. Peachtree Corners' basement finish guide adds a practical note: "If the finished ceiling will be less than 7', please consult your Building Department."
Measure from the finished floor to the finished ceiling. Flooring, drywall and a ceiling grid all take height, so a bare basement that measures just over 7 feet can end up short once it's finished.
Seven feet also matters at appraisal. Fannie Mae's ANSI guidance says "all finished areas must have a ceiling height of at least 7'," which our post on what counts as a finished basement explains.
How big does a basement bedroom need to be?
At least 70 square feet, and at least 7 feet in every direction across the floor. That's the minimum for any habitable room in section R312 of the 2024 code, according to ICC's code sample.
The minimum mostly matters when you're carving a bedroom out of the space between the stairs and the mechanical room.
Does a basement bedroom need a closet?
The code sections above don't list a closet. Whether a listing can call the room a bedroom without one is a question for your real estate agent, and practice varies, so ask before you skip one.
What smoke and carbon monoxide alarms does a basement bedroom need?
Smoke alarms go in the basement and in the sleeping rooms, and carbon monoxide alarms go outside the bedrooms. Peachtree Corners' guide says "smoke detectors are required in all basements" and that carbon monoxide alarms "are required outside sleeping rooms in the immediate area."
Georgia amends the carbon monoxide section of the code, so ask your permit office exactly where yours need to go. The inspector checks both kinds of alarm at the final inspection.
Basement bedroom requirements checklist
Before you frame a basement bedroom, check each of these:
An escape window or exterior door with at least 5.7 square feet of clear opening, a sill no higher than 44 inches, and a window well with a ladder if it's deeper than 44 inches.
A finished ceiling at least 7 feet high, or 6 feet 4 inches under beams and ducts.
At least 70 square feet of floor, and no side shorter than 7 feet.
Smoke alarms in the room and the basement, and carbon monoxide alarms outside the bedrooms.
Heat and air that reach the room, so it's usable all year.
A permit, with the final inspection signed off.
The best time to sort these out is before the walls go up. A bedroom's escape route is part of the layout we look at during the walkthrough. Our steps to finishing a basement show where each check fits.
FAQ
Can a basement bedroom have no window?
Only if it has a door to the outside instead. Every sleeping room needs an emergency escape and rescue opening, which can be a window or an exterior door. A windowless room in a basement can still be an office, a gym or a media room.
What is the minimum ceiling height for a basement?
Seven feet for habitable space and hallways in a basement, with beams, girders and ducts allowed down to 6 feet 4 inches. Basement areas without habitable space, like a mechanical room, can be 6 feet 8 inches. Those are the 2024 IRC numbers Georgia enforces.
Do I need an egress window to finish my basement?
Only if you're adding a bedroom. The 2024 code doesn't require an escape opening when an existing basement is altered, except for new sleeping rooms. A basement with a family room, bathroom and gym can be finished without one.
Does a basement bedroom count when you sell?
Whether it's listed as a bedroom is up to your agent and the local listing rules, and it should meet code first. Either way, appraisers report it as finished basement area, not above-grade square footage. Our post on what counts as a finished basement explains how.
